The list of visa-free destinations is based on agreements between countries and does not consider the temporary closure of borders.

Visa-free travel to EU countries with a Montenegrin passport
A Montenegro passport allows you to enter all European countries without a visa except for the UK and Ireland.
In most countries, it is allowed to stay up to three months in a row. The exceptions are San Marino with a 10-day stay, North Macedonia with a 15-day one, and Russia and Belarus with a 30-day visit.
In the Schengen countries, you can spend up to 90 days every half a year. When travelling to the Schengen Area, periods of stay are summed up and counted in total.
From 2025, one will need to obtain an electronic travel authorisation or ETIAS before travelling to the Schengen countries. It will be valid for 3 years.

Many Asian and African countries issue citizens of Montenegro visas on arrival, and only a few permit entry without a visa.
More and more countries offer to obtain a visa or travel authorisation online instead of on arrival or at a consulate. It helps to reduce queues and waiting time and aims to prevent the spread of coronavirus infection.
Entrepreneurs often fly to Singapore for business meetings. Montenegrins can enter the country without a visa, though the period of stay will be limited: you can spend up to 30 consecutive days.

With a Montenegro passport, you may visit 22 countries on the two American continents without going to a consulate. However, the USA and Canada’s most popular tourist and business destinations are not on the list.
Citizens of Montenegro may obtain a visa to the USA at the US Embassy in Podgorica. Visitor visas of the type B‑1/B‑2 are issued for up to 3 years.
Montenegrins are also eligible to obtain an E‑2 business visa, which allows them to live and work in the USA. It is issued for 5 years and may be prolonged. This type of visa is granted to those investors who invest at least $100,000 in a business in the USA.

How to obtain Montenegro citizenship
Montenegro citizenship by investment program is unavailable
The program stopped operating on January 1st, 2023. As an alternative, we suggest considering Malta citizenship by naturalisation for exceptional services by direct investment.
Becoming a Montenegro citizen is possible by naturalisation, marriage and investment, the last way being the fastest one. Citizenship by investment is obtained within half a year, whereas by marriage, it takes 5 years and at least 10 years by naturalisation.
The minimum amount of expenses under the program is €472,000. The cost is made up of a non-refundable contribution of €200,000 to the state fund and a real estate purchase for the remaining amount. Subsequently, the property can be sold.
Together with the investor, their spouse can obtain a Montenegrin passport and financially dependent children regardless of age.
If you spend more than 183 days in Montenegro, you become a tax resident of the country and can lessen your tax burden. In Montenegro, individuals pay income tax at a rate of 9%.
